Andrew George "Andy" Mulligan - Born February 12, 1906 in Winnipeg, Manitoba - Died September 3, 1984 was a ice Hockey defenceman, coach, general manager and commissioner.

- Turner Cup Champion as International Hockey League / IHL Champions in 1948, 1951 and 1952 as coach/GM with the Toledo Mercurys.
First IHL team to win multiple Turner Cup championships, and the first to do so consecutively.

- United States Amateur Hockey Association Champion 1948 and 1951 as coach/GM with the Toledo Mercurys.

June, 1962 Andy Mulligan becomes the International Hockey League / IHL second commissioner (1962 to 1969).

The Andy Mulligan Trophy was the IHL Executive of the Year award till 2001.

Andy Mulligan was inducted into the Manitoba Hockey Hall of Fame in 1995.

Andy Mulligan was inducted into the Toledo Hockey Hall of Fame in 2018.
